Approve and send email does not work, nothing happens when selected

I have set up registration for new users to be approved by admin.  When the user is selected, and the drop down menu selection of "approve and send email" is selected, nothing happens.  No email is sent or nothing on the screen changes to indicate that user was approved.  Clicking on the name changes the screen to another manual registration which works.

When I set up registration for "approve and require activation", it also works when selected in the drop down menu.  The user is approved and an email is sent.  I haven't used any other items in the selection drop down menu.

I a using 2.0.13.  I cannot upgrade since I am stuck on php 5.3.5.

Any body seen this problem before?

Well after hours of screwing around with this problem I tried same on  ubuntu and another win 7 computers and it works as it should.  Apparently something in the xp firefox computer is screwed up.  SMF seems to not have a problem.
