How to add extra info in the footer?

Uh, the Communications Authority requires that the Internet Content Provider (ICP) registration code MUST be put up on the web page, in China. Otherwise, the site would be shut down as soon as detected.
So is it legal to modify the copyright message in the footer and add such code without change or delete the copyright of SMF? And how?

It's legal to do provided the copyright is left alone.

You'd do it by editing the code in Themes/default/index.template.php in template_body_below().
To assume is to hope that those who came before had the presence of mind and capacity to implement the dreams of those who would come after.
