2.0.15 Package Manager error

So my package manager is no longer working.  Gives the following error.

Although the package was downloaded to the server it appears to be empty. Please check the Packages directory, and the "temp" sub-directory are both writable. If you continue to experience this problem you should try extracting the package on your PC and uploading the extracted files into a subdirectory in your Packages directory and try again. For example, if the package was called shout.tar.gz you should:
1) Download the package to your local PC and extract it into files.
2) Using an FTP client create a new directory in your "Packages" folder, in this example you may call it "shout".
3) Upload all the files from the extracted package to this directory.
4) Go back to the package manager browse page and the package will be automatically found by SMF.

Packages directory has a 0755 chmod.  There is a temp directory within Packages, which also has a 0755 chmod.  Both directories, along with all other directories and files on the server have the correct owner.  I have ran the repair_settings file last night to fix pathing last night, so all paths should be valid.  Is there anything else I can try?

Was trying to download Yet Another Spoiler Mod and Yet Another YouTube BBCode Tag with the package manager.

edit:  It is any package I am trying to download.  This error pops up with any of them after clicking on Download.

Also, the temp directory inside packages was not there originally.  I had to create it.  But the temp directory keeps wanting to disappear.  I have had to re-create it two or three times now, and it is gone again.
