Images in Sigs

Is there a way to limit this by member type like only newbies can't have a sig or advatar

Avatar is easy.... there's a permission for that.

Signature - you either restrict modification of the profile or install a mod which breaks out the signature permission

I installed Additional Profile Permissions . but I am not trying to make rules based on members, admins, mods etc, but off of Newbie, Jr Member, Member, Etc.   How can I do this?
