New Install - layout a little wonky

Did search documentation and the community and did not find anything that accurately described the same problem.

New 2.0.15 install.   Installation went beautifully.    Page loads fine.  But the layout is quite weird:

hxxp:antique-tractor.com/forum [nonactive]

Permissions are not quite what is recommended but all resources, scripts, etc seem to be accessible/operable with no errors in apache error log.  Tried on two different operating systems and three browsers with the same result.  Any ideas?

please use What is repair_settings.php? to fix your URLs.

Just as sanity check - did I do something wrong during the install to get all those 127.0.0.1 URLs?   Or is that just the default that would ordinarily work on non-cloud hosted machines?
