how to turn off summary and reported posts emails ?

i have few mods and i am trying to reduce the emailing to be able to use the quota for something else
thus i would like to turn off the emailing for "summary of posts waiting approval" & "reported posts"
is there such an option somewhere

each user can do so in the moderation center preferences, this cannot be set by the admin.
