Actually, you can. The contents link to simplemachines.org but the actual page is local unless I am out of touch with some recent changes. I believe it's in help.template.php and manual.english.php.

Guess it depends on what you want to edit.  The Help homepage is in manual.english.php, but all content links go to the wiki at simplemachines.org.
