Can global moderators delete all topics and posts while banning a user?

Periodically some Koreans arrive on our forum and post hundreds of messages about their wonderful online casino.

Admins can deal with them by using the "delete all topics and posts" when they deal with the offending user; but can global moderators do this too?

Specifically, can this functionality also be made available to global mods to make the deletion process easy for them?

Not without giving the global mods more rights than just that...

Your best bet, actually, is to stop the spammers before they get in and start posting.  See the faq on spam.
