404 Not Found error

Hello good day. I just installed SMF, when I try to add a new category I get the following error:
QuoteForbidden
You don't have permission to access /foro/index.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

How can I solve that?

it is a certainty that mod_security causes this issue for SMF......

but i'll tell you what else causes it- permissions on directories/files...

set them ALL 755/0644...
