upgrade stuck at beginning 1.1.21 to 2.0.15

I'm trying to update my 1.1.21 forum to the current 2.0.15 version, and the installer fails (just gets stuck) at the first step.  It also gets stuck in a similar way if I choose the 'backup' option when starting the upgrade.  (doesn't seem to be doing any of the database actions)

I have the same result when I tried to run the 2.0.13 upgrade (I read a hint on this forum made me think it might work)

I've run Repair settings.php, no change.

My forum is active at northtexasvegetablegardeners.com/forum [nofollow] and seems to be working fine.

It is a pretty plain forum, default theme.

Maybe something in server config?  That's an odd place for error logs. 

Can you upgrade to 2.0?

I don't know.  I found this error log by using my webhosting cPanel log feature.  But I don't understand it.

Tried the upgrade 2.0.0 package.  Result is the same.  It hangs at the very start of the process. "Executing upgrade script 1 of 2.
Executing: "Updating and creating indexes..." (1 of 19 - of this script)"

I am betting that it thInks it is trying to use a SQLite database and hangs because there is none

yes, I made a backup from phpmyadmin, and from SFM admin screen

I see 2 strange things in repair_settings:
1) see screenshot -- there is no entry for the type of database. 
2) there is no 'save' button at the bottom of the page.  When I ran the repair_settings earlier today, it had a save button.

I just realized I'm trying to use the SMF 2.0 repair tool.  I'm wondering if it is compatible with my 1.1 version?

It's the same tool. It detects the correct version.

correct.  The blue text is clickable, but clicking has no effect on the appearance of the save button.
