Announce topic not working

When trying to announce a topic, it doesn't seem to want to work correctly. It appears that I can send newsletters without issue, but when trying to announce a topic, it only shows the admin group. All other groups show in the newsletter portion.

Also, even though it shows 2 administrators, only one shows in the mail queue.

Never mind... I'm an idiot. Somehow the permissions on that board were set to only allow administrators.
