Disable emails

Is there a way to disable email notifications for topic replies for all users (preferably by default)
Either thru or admin or within the DB - did have a look but no idea what value I should be setting on which column.

Email notifications are off by default for all users, they have to specifically opt into them to even get them.

What situation are you hoping to avoid?
