I found the cause, one user with name "quìquòquàquòquì" 
I have removed the accents and it works!

I am trying to convert a MyBB 1.8.22 forum to the current release SMF.

i'm using the proper converter.

But I keep getting errors when I try to run the converter (all is properly installed per directions).

Sorry, the database connection information used in the specified installation of SMF cannot access the installation of MyBulletinBoard 1.8. This may either mean that the installation doesn't exist, or that the Database account used does not have permissions to access it.

The error that was received from the Database was: 1142

Both databases are properly installed in a Plesk Obsidian server, in the same domain. Each forum works properly so far as I can tell.

Suggestions?

The database username needs to have permission to move databases in order to do the conversion.

All permissions I can see for the two users involved are checked in Plesk.

What am I looking for — or should it be the same user?

Grab the .sql file for mybb 1.8 convertor and the convert.php file place in your SMF folder.
And then run it.
The SMF database user needs to have permission to access the mybb database.
