Only Reply When Tagged

Hello!

We are looking for a mod that limits who can respond to either the original poster or someone who is tagged.

E.g. Person A starts a thread. Person A can reply at any time.  Person B is tagged and can now reply. Person C cannot reply as they are not the original creator nor tagged.
