removing "moderation" from a member.

Sorry if this is in the wrong place, but I'm new at admining and know nothing to very little. A member is set at 35% on the warning scale, and all posts must be approved. I would like to remove this restriction. Can someone give me step by step directions to clear his profile?

The removal is done the same way as applying it to begin with.

Go to their profile > Issue Warning and then set the warning level to 0%.

I have done that, but cannot find a submit or apply button and when I go back it is at 35% again.

you dont see the an issue warning button on that page? that is what you have to click.
