Image proxy - use external URL?

Do you guys still have plans on allowing us to specify an external URL to use for proxying images?

It was discussed here and thought it was merged into 2.1 already :

Have to say, I'm not yet familiar with all the decisions regarding this - but I do believe 2.1 includes hooks to support external proxies, and there's a mod that takes advantage of this already available
