2.1 RC1 Registration problem

Everytime someone tries to register they get this error:
(after filling in all the info and hitting the final signup2 button)

"You are not allowed to access this section"

Tried both 'email activation' and 'register immediately'

I'm able to register an account manually in the admin

have no idea why, this never happened before the upgrade.
no mods installed / also tried with default theme, same problem.

Found out the error gets triggered by the Anti-Spam Verification "Visual verification image'.

No problems when using a "Verification question"

I'll use that for now now but hopefully somebody will come up with a fix.

Verification questions are vastly better than the image CAPTCHA anyway
