How to prevent users from using "Don't use smilies" option while posting?

I thought I'll find this option inside permissions -> Regular Members (modify) but it is not there?

Why are you trying to prevent users from using this? If a person starts a thread and chooses this option, i'm pretty sure it doesn't affect other posts in that thread. Other users can still add smilies in subsequent posts on that thread.

I would like to keep a consistency with emoticons and not have some posts without them.

I am simply using:

label[for=check_smileys]
{
   display: none;
}

I hope you never have members who try to write lists like 1), 2) and get to 8...

This just made me think that I often wish there was a "disable only this specific smiley", because the option to disable in the full post is hard to ever use, and duh, there you go:
