Can this be disabled for visitors?

It can be hidden, I don't think it can be disabled. It only shows posts you are allowed to see though.

Remove the definition from index.php then it definitely won't work ;)

Might also then want to remove the link in the board index.

There is no permission to do what you are asking... and even adding a permission would be moderately complicated

No I wasn't. It wasn't clear to me that 'visitors' only meant guests. I assumed it meant everyone, quickest way to do that is to just remove the definition.
