My forum is 2.0 and I was wondering why I don't have a package manager?

Welcome to SMF.

Do you see the package manager link when you hover over the admin tab? What do you see when you log into your admin panel?

There is no style manager in 2.0 core, and you don't appear to be an admin if that's all you're seeing.  Free hosts often limit admin features.
When in Emor, do as the Snamors.

yes... smf new is not actually related to us, directly...  but their free offerings mean that they have disabled several, if not many, admin functions.
