help! how to create a custom page?

i know how to create a page base index.php?action=xxx
but this page include forum header and footer. 
could you please tell me how to create a custom page not include the header and footer?

this page can be used for api(output json data) or ajax pop window.

You could just use SSI as well to get access to things but depending on the API needs, it might not have the right headers, hence the question about what kind of API because it matters.
