Pretty much at the beginning of it.

I was left to translate the top menu into the site header  default template.

Don't remember for sure, but I would guess index.english.php for that one.

I changed both files, cleared the cache and still no change ... Very strange ...

If you're using utf-8, you have to change the utf-8 language files.
