Is there a way to send all users a mass pm?
i have smf 2.0.15

Yes, via Admin. I can't remember the exact wording but it is in the same section you send the newsletter select to send them your message by PM.

Admin > Main > News and Newsletters > Newsletters.

Proceed first step, and in the next section, the first checkbox is about sending the newsletter as personal message.

I sent the message but I found an error, to some users the message did not arrive while to others and the empty message arrived, how to solve it?

Are there any messages in your error logs related to when you sent it? Were you just sending plain text?

So which mod did you add for message boxes inside posts? It has a bug.

you an;t just go randomly removing functions.

If you installed a mod that is broken, and you can not use the uninstall option, then you need to manually remove *ALL* the mod code.
That is not the same as just removing functions...  if the mod made CHANGES to existing, code, then you need to REVERT those changes back to the original code. If the mod deleted or commented out existing code, then you need to put the original code back in.
