Is there a way to make the Location field required?

Enable Advanced Profile Fields in Admin -> Core Features.

Go to Admin -> Features and Options -> Profile Fields, uncheck Location.

Add new Custom Profile Field for Location, make it required.
When in Emor, do as the Snamors.
