I want to know which file should I edit where Started by "user" is written. Please check screenshot.
is it BoardIndex.template.php ?? If yes then which line? I could not see "started by user" line.

That would be in the language files. index.english.php in the Themes/Default/Languages folder

No, you can't just randomly grab code like that you need to rewrite the SP block to make that work the way you want, I think.
