Hiding Member List?

I'd like the Member's List to not be viewable to the general public or registered member.
Only to Admins.
is this possible?

I've been through the admin controls, I couldn't find anything. Unless I missed it.

In the permissions area, there's a permission for each group called 'View the memberlist and groups', turn that off for the groups who shouldn't be able to see it.
