Stored permissions

Are user permissions stored in a dB or in a file? Is it possible to retrieve permissions from a forum backup that is not active?
I got the impression that some "guests" have access to parts of the forum they didn't have before the forum move.

All permissions and nearly all data/settings are stored in the database.

You can grab the smf_permissions table.     There are also permissions that can be on a board level.
