[Free] Resize images on attaching

Description
Modern phones take huge resolution photos and this increases their size. It would be great if we have a mod to resize attached photos to a specified size. I'm using such mod on my 2.0.15 and it works great: [ Mod | Topic ], but unfortunately its support ended many years ago.

Permissions
Nothing particular, every upload action to be checked if it is subject to resize.

Feature Set
The admin has to be able to set desired resolution and quality factor of the image.
