Set up a clone - clean install, new database, in a different directory.  Import your production database, run repair_settings, see how it works.  You'll probably have to upload a clean set of files at some point, and reinstall mods.  There are too many things wrong with your forum to waste a lot of effort trying to nitpick fixes.
