Whitelisted domain links

Is anyone interested in creating a mod that will disallow non-whitelisted domain links in all forms available (including profile) to normal users? Link text to domains not on the whitelist would be removed entirely or would just not be a clickable hyperlink, the former is preferred.

Ideally this would affect all members except for Moderators and Administrators. Allowing specific member groups to bypass the whitelist would be a bonus but not a requirement. Thoughts?

It is something that implements SMF although it does not have as many permissions as you describe them, I just beto punctual words or url in general...
