Hey! I use 2.0.17 with polish language (not UTF-8) and I have critic bug attachment lost name, if file have polish characters "ĄĆŚÓ" etc. I test it on clear instalation :| On UTF 8 work good but I can't hold it because of simpleportal errors.
All characters work properly in the forum ..

This is a known issue.  Logged internally as #24.

I am going to move this to the Bug Reports board.

Do you know how to fix it? Will the file name be visible correctly if any attachments are already added?

The solution here is to convert the DB to utf8.  You will need to update your language pack. 

In 2.0.17, with a utf8 DB, this is not an issue.

Since this is not a bug, I am going to close this one out.

Bottom line is you need to convert to utf8.
