Testing, am a "Sorry Guest". So you got 1 single ban after the cleanout, what exactly was entered ?

The attached photo is showing what is happening.  It wasn't working this 30 minutes ago then it was then now it's not again?

Still "Sorry Guest" here, so there must be some ban in place somewhere, maybe some strange caching behaviour that in periods keeps 'serving' out the ban status to others than the actual banned id\ip.

Cleared the bans you still had the script there.

How are you banning the person?  Before you ban someone can you take a screenshot of it.
