move to new url with all members and threads

my smf 2.0.10 corrupted with message "Please try again. If you come back to this error screen, report the error to an administrator." I tried to read other threads but could not solve my particular problem
The page unable to log in and register. last time I logged in (years ago) after installed a mod I cant remember what mod then after that I cant log in again plus I cant use cpanel during the time. ( My knowledge about coding is very little and thank you to this community that allow me to use cut and paste skill)
Now I can access to cpanel and can open the front page but had message as above.

Can I do this?
1.install whole new SMF (latest version) in new root (from mypage/board to mypage/newforum) or stay with 2.0.10 ( new root)and do no. 2
2.Is it possible if I want to move members detail and all threads. and How or which file/folder do I need to move?

Well, you should consider contacting your host. As the issue mostly seems to be from there side and see what they respond.

However, if you wish to upgrade your forum, check the user manual here. Or otherwise, if you want to change your hosting, here are the steps listed to do that: Moving SMF to another host. You should consider upgrading even after the transfer of host as 2.0.10 is quite an old version.

Did you move servers or simply moved your forum folder? Either way, try to run the repair_settings.php tool in order to correct all paths and urls.

Members and threads content is not stored in the files, but in the database.

^ Before you do anything else, make sure you have a good local backup of your database.  There were no database changes from 2.0.10 to current version 2.0.17.  Make a clean .17 install with scratch database, import the backup, run repair_settings.php.

So the back up is only the folder containing the board or whole main URL? my board is a folder in my main web.

You are simply moving your forum folder within your server space. A database transfer is not required. ALl you have to do is use the repair_setting.php file. Hope it helps.

Database is separate from files, it's not in a file folder.  You should have a database backup feature in your cpanel, or you can export the db with phpmyadmin.  Both would be in Databases section of cpanel.
