Do I really need both regular and utf-8 files?

ok maybe a stupid question....

if I'm using utf-8
do I really need both language files, the regular and the utf-8?

and I see that a lot of mod translations are only for the normal files, but couldn't they just be copied into the utf-8 file?

I'm assuming that no, I only need one file that uses utf-8, as long as all of the language strings are within that one file.

or if I leave it as is, will the language strings from the normal file be used even though i'm using utf-8?

yes you need both, if you see a mod that only modifies the main language file and does not create a -utf8 version just ask the mod author in the mods support topic.
