Many users on my forum are getting this error when trying to login. It's been happening since I upgraded to SMF 2.1 RC3 from 2.0.17. Does anyone have a solution?

then please do that.
Either in SMF admin > server settings or using repair_settings.php

change the cookie name.
This will force everyone to re-login at the next connection, but should fix your problem

Are you referring to "Force cookies to be secure" in the Admin / Server settings
I am running a Https site and that is NOT checked.
I am having this same issue

No, he's referring to the cookie name. You can set this in the admin panel, but repair_settings.php also has an option to change the name of the cookie ;).
