SMF2.1 RC3 icons ribbon insteat of burger menus patch?

Screen captures of mobile 720z1280, Chrome:

Landscape, shows "ribbon"
Home - Search - Admin - Moderate - Members
and
Profile info - Forum profile - Actions



But in Portrait, "ribbons" are replaced by burger menus:



I find this puzzling, as I think "landscape" == 1280 pix horizontal, and "portrait" == 720 pix

Is it possible to patch in order to display both "ribbons" in mobile view instead of burger menus?

Yes
Then I realized it was the wrong forum, and could not move it.
Also, screenshots with "Dark" theme could confuse the issue.
