Topic preview under topic name

I am sure someone has given this, but its been over 1 hour I am searching for it.
I tried entire site search, looked over all related boards... But couldnt find.
May someone please give it again?

(This is also what should be in tips index but it isnt)
Note: I dont want to preview the topic on mouseover, what I ask is, topic previews will be placed under every topic's name.
