Someone who can help me, I installed SMF 2.0.17 and is giving me error when entering, but doing refresh is fine.

It could be that the host or server is simply overloaded and the site will come right back after you hit F5. This is not error caused by software itself, so you may check with your host support to see what can be the problem. It also may be the DNS based problem in some cases.
