When your site is in maintenance mode, can people still read or post messages?

No, unless they have Admin permissions. That's the whole point of it :)

I read something few days/or weeks ago about mod that can provide access to selected membergroups with access during maintenance mode.

Why would you want that?

The idea of maintenance mode is to.. do maintenance
Having others 'on the forum' at the same time could only complicate things.
"Put as much effort into your question as you'd expect someone to give in an answer"
