DOB not being saved

Hi, I installed v.2.0.18 a few days ago - brand new install, ONE package installed (Tapatalk) but even before that users reported that they can't change their DOB (I can't change mine either).  DOB shows as 0001 01 01 and there's nothing in the error log to indicate a problem
