Forum time off by 15 minutes

It's not a time zone thing as everyone is the right number of hours ahead or behind as they are supposed to be but we are all 15 ahead on posting time.

So if I post at 9pm it says I posted at 9:15pm. 

Where do I fix the time?

On the server most likely, your server time is probably off.

if you can't change the server time (all though 15 minutes seems strange, one would think it'd be an hour/hours)
in your admin under configuration and then feature and options
set a negative decimal for
Overall time offset
(added to the member specific option.)
though I'm not sure exactly what that would be, the tool tip for the box states

Not all forum administrators want their forum to use the same time zone as the server upon which it is hosted. Use this option to specify a time difference (in hours) from which the forum should operate from the server time. Negative and decimal values are permitted.
