banning a user with dynamic ip problem

Even if he did not have a dynamic ip, it would have been still difficult as they could use a proxy or vpn. Anyways, if I were you I would rather concentrate on making it so members can post links after they reach a certain amount of valid posts. Or use Post Moderation for post count groups.

put the user in a group that makes it so that they cannot post at all. no matter their IP address they would not be able to post. this does not fix it if they go to create a new account.

Is there a reason you haven't banned by user id or email?  Are they posting as guest?

Why do you ban such users? Delete their profiles and all of their posts.
Also, do not allow guest posts.

because, if you delete the account, the user could just rejoin with a new account.
If you BAN based on username/account and email, then that should handle most of the normal users.

comesee use his motivation to break him. Make him invisible. About IP bans, you should remove all IP bans or that can cause problems to your members in future.
If that user is using something specific, unusual when writing, you can put it on blacklist, this can be especially useful to ban links in question. Its like you put on the blacklist google.com and it will be banned. Admin/Forum/Posts and Topics.../Censored Words
