who is your host? One may not have been created and you'll need to create it...in your hosting account do you see anything that says something like php settings?

I set php to 7.4.

The part about the php.ini is on the install instruction. Host is Godaddy.
Should I delete the forum again and  upload now that it's 7.4?
There is a php  settings page, though I see no way to create a php.ini. Shouldn't that be with the smf file?

no no need to delete...
where you foudn the php settings in your hosting account, do you see next to the php options ie 7.4 do you see a manage button or something you can click for settings/options for it?

In php there is settings with these options:

Manage your settings (options for import, export and reset)
Two factor authentication
Features (options for General, Date Bases, Text Fields, Page Titles, Warnings and Consol)
SQL queries
Navigation panel (Navigation panel, Navigation Tree, Servers, Databases, Tables)
Main panel
Import
Export

I didn't type everything..but that's an idea.

searching online for godaddy php.ini
says to do this

Go to your CPanel
Select PHP version
Click on the link Switch to PHP options
Edit your configuration
don't forget to click save

so edit your configuration to do what the install says to do to php.ini

That worked! The new person received the application received notice and also the accepted email.

I didn't do that yet. What I guess worked was the php version.

godaddy is a pita

please as soon as you can get a better host, godaddy has all kinds of issues
i've been a webmaster for well umpteen years and listened to 1000s x 1000s of people complain about godaddy

edit saw your new reply...that's probably because when you switched php it created a new php.ini in your root folder, but apparently godaddy doesn't allow you to see it in your file manager or ftp client
