How do I set an avatar?

I'm looking to set an avatar for my account on simplemachines.org however I can't seem to find the upload page. Is there a restriction for new accounts?

Yes, you need 10 posts that count (e.g. not in Chit Chat)

And that's 10 meaningful posts. Not just smiley replies, etc.
