Manage Permissions Bug?

I've been noticing when I go to Forum► Administration Center► Permissions► General permissions the number values change without me changing anything.

For instance I'm look at the General Permissions and it shows:
 
Guests 8
Regular Members 79

but when I go into them to actually view the permissions and not changing anything but click on save and come back to General Permissions and it now shows:

Guests 6
Regular members 59

Have you installed/removed any mods since the last time you went into permissions?

Permissions are an area that mods rarely clean up but re-saving will clean them up, removing any permissions that are no longer declared/available.

Yes I just redid my site with fresh files and reinstalled mods! So not a bug then?

An oversight by the mod's author.

Virtually every single mod that defines permissions doesn't clear up after themselves, mostly because there's no convenient way to do so, and SMF will house-clean anyway next time you go change permissions to clean permissions entries it doesn't know about.

It's like settings, there's no super-convenient way to clear house.
