Where do I select how a topic's posts are ordered?

Sorry guys ...

I think my brain is broke from setting up this monster 
I can not find 2.0.18 where to sort the topics >

its like backwards .. someone posts a topic and I answer and my answer is at the top ?

Profile > Layout > Show most recent posts at the top in topic view
You should probably also check in the settings if this is the default behavior just in case.

there's the per user setting that diego posted
or there's the overall forum settings
in your admin under configuration go to themes and layouts then go to member options
for each theme you will see
Configure guest and new user options for this theme
click on that and then make sure to unset
Show most recent posts at the top.
change whatever else here you want and then if you want to force all users to use the settings that you put in place make sure to click for each theme that you changed
Remove all members' options and use the defaults
