Newbie text for administrator

I am using v2.1.1 and "Hide post group titles for grouped members" is not visible under Administration Center -> Configuration -> Current Theme. Has it been renamed/moved?

Previously I had "Enable permissions for post count based groups" disabled, and I thought perhaps that is why the setting is not visible. So I re-enabled it, did a hard refresh of the site/page, and still no joy.
