Users Counter at statistics

When new members have to be approved by the administration first, they are already listed in the stats beforehand, even though they are not even an "official" member yet.
I mean this:
index.php?action=stats
There a user is counted, even if he was not yet approved. The user is not yet a member and therefore should not appear in the statistics.

In any case, it should be possible to set whether not yet approved members should be counted in the statistics or not.
