Insert a Link function in Modify window not working

When using the Insert a Link button in the Modify window of a post it places the address in [url] tags which seems correct. However when saving the modified post the text link is not active.
If you just copy/paste the url into the post without using the Insert a Link button then it works. Is the Insert a Link button supposed to work? I prefer to just to copy/paste the url but am curious.

here is what the text will look like after inserting a link:
https://xxxx.com/index.htm (https://xxxx.com/index.htm)

However the text will not be active. I am accessing a current post, selecting the More button and selecting "Modify". Then using the Insert a Link button to add the url.
Pasting a web url directly using Quick Edit works. Maybe it's something with the theme but it does not bother me as I prefer just to post the url directly using Quick Edit.

No mods at this point. Pretty minor issue and I was interested to know if anyone else had experienced it.

do you have the url bbc disabled in signatures? i think this was reported that it disabled it elsewhere as well. i think the devs are aware and are working on a fix if it is not already fixed.

I do have the url disabled in Signatures. Enabling it appears to resolve the issue. Thanks for the help!
