Maintenance mode won't let me login

I put my forum in maintenance mode the other day and now when I click on the login button it just refreshes the page. Same with the admin page.

Edit the maintenance line in Settings.php, set =0

Somehow, you put the system in total lockout mode --- maintenance =2
